Lino Lakes Police debut new app on Night to Unite

Residents now have another way to stay informed about what is going on in their community and share information with law enforcement while remaining anonymous.

Just in time for Night to Unite Aug. 6, the Lino Lakes Public Safety Department (LLPSD) announced it had partnered with Tip411 so residents can have a multitude of channels to communicate with law enforcement — all anonymously.

“For the residents, it is just one more opportunity for them to partner with us and provide us information,” Public Safety Director John Swenson said. “For us, it is providing another opportunity to get information that can help us further make our community safe and it allows us to do some targeted communications and continue to work to find efficiencies for social media use.”

Tip411 is a St. Paul company that has been around since 2000. The company works with law enforcement, schools and community groups to implement community notification systems including crime alerts, anonymous text tips, smartphone apps and social media pushes. Tip411 currently works with 1,800 communities across 47 states. Some of its largest customers include the U.S. Air Force and the cities of San Francisco, San Antonio, Minneapolis and Duluth.

Lino Lakes resident Tony Stano, who has been a sales director with Tip411for almost six years, said over the past several years he has periodically checked in with city officials to see if there was interest in joining the Tip411 platform. “Because it was my hometown, I was particularly passionate about seeing it through to fruition or to have the door shut,” Stano explained. The department and the company started planning for the launch a year ago.

Swenson said although the technology is something his department had been interested in for a long time, because of the department’s size there were only so many resources it could manage.

“The thing that really tipped it for us and why we decided to go with it, was the ability to create targeted zones of our city so we could do communications direct to areas,” Swenson explained. “For example, if we had something going on in northwest corner of our city related to theft from vehicles, we could send it out to that area of the city, versus broadcasting it throughout. We can be specific about our messaging geographically, which we have not had an ability to do prior to this application.”

Through Tip411, the LLPSD can send out alerts through its custom branded mobile app (available for iPhone and Android), email, text and social media. Residents are also able to send anonymous tips via all those channels. Through the app and on the website, residents can also submit tips about specific pins/incidents on the community crime map.

“One of the main benefits of Tip411 is that any tip that is sent in starts at two-way conversation with law enforcement and the tipster remains anonymous 100% of the time. For every tip that LLPSD receives, they will have the opportunity to respond to the tip or ask questions to develop information before ever having to deploy a physical resource if necessary,” Stano said. “So instead of an officer chasing down a two-sentence tip that they really don’t know about, they can save time and communicate over our service. For the public, it is a safe space to get involved without the fear of retribution or retaliation.”

The mobile app also enables residents to attach videos and or pictures to their tips. “If LLPSD pushes out an alert that they are looking for a suspect in a red car, you could be sitting at Applebees eating your rib tips and see that car in the parking lot. Right from your mobile device in real time, you can submit a tip about that alert,” Stano said.

As always, residents should call 911 in an emergency. “It is very important that everybody understands this is a mechanism for people to communicate with us about a non-emergency event, or a not-in-progress event,” Swenson urged. “If you need to see a police officer, or you see something suspicious in your neighborhood and you want a police response, that has to go through our dispatch center because these platforms are not monitored on an ongoing basis.”

By downloading the app, you opt in to getting alerts through the app. If you want alerts via email or text, you have to sign up online on the city’s website. Residents are encouraged to sign up for the particular zone they live in, although they are also able to receive all alerts across the city if they so choose. Dartmouth Police Launch App for Reporting Crime, Safety Alerts

A new alert system to to help enhance public safety communications in town is being launched by the Dartmouth Police Department, Chief Brian Levesque announced Monday.

Tip411 is an interactive way to keep the community connected and informed through email, text message and online public safety alerts. The new system for Dartmouth residents will also allow the public to report crimes and other suspicious activity directly to police by sending anonymous text messages or submitting tips online or through the Dartmouth Police Department app.

“This new system enables members of the public to communicate directly with the department through anonymous tips. It also allows us to send alerts directly to your cell phone or email address,” Chief Levesque said. “We encourage all of our residents to sign up. But I would also like to note that this is not a substitute for calling 911 during an emergency and the tip system is not monitored 24/7.”

Residents can register to receive alerts from Dartmouth Police via email and/or text message by signing up online or downloading the Dartmouth PD app. Developed by tip411, the Dartmouth PD app enables the public to share anonymous tips with police and lets officers respond. Residents can download the app for free for iPhones and Androids.

The public can also share information on crimes or other suspicious activity by sending a text message to 847411 (tip411) and in the body of the text type DartmouthPD and the message they would like to send. Those who prefer a web-based option can share information with police by using the tip411 web form on the Dartmouth Police website.

Dartmouth Police would like to remind the community that this new system should never be used in the event of an emergency, and that residents should always dial 911 if they need immediate assistance.

tip411 is a Qualified Program for DOJ-BJA Grant Funds

Through its Bureau of Justice Assistance (BJA), the U.S. Department of Justice is releasing over $34M in grant funds for state and local jurisdictions to prevent and reduce school violence through use of technology. tip411 is a qualified program to provide through the use of these grant funds.

As you may know, BJA is the primary provider of criminal justice funding to state and local jurisdictions.

The BJA STOP School Violence grant clearly outlines use of this kind of technology, tip411, as a priority.  In fact, BJA plans to make up to 17 awards of up to $250,000 each under its Category 7: Technology and Reporting.  The main objective under this category is “to implement a technological solution, such as an anonymous reporting technology, that can be implemented as a mobile phone-based app, a hotline, or a website in the applicant’s geographic area designed to enable students, teachers, faculty, and community members to anonymously identify threats of school violence…  The proposed technology solution should be used to help prevent incidents before they occur.”

tip411 is a cost-effective web based toolset that allows law enforcement to communicate with, and get tips from, the community across a variety of channels including custom branded apps, 2-way anonymous text messages, community alerts via email, text and social media.

New tip411 system not intended to replace 911 calls

Lack of witness cooperation has been a frustration for Benton Harbor Public Safety Director Dan McGinnis throughout his law enforcement career.

He hopes that use of a new, customized, crime-fighting smartphone app will help residents get involved. The tip411 system, which will be available to Benton Harbor residents within four weeks, is 100 percent anonymous, McGinnis said Friday.

McGinnis stresses that it is not intended to replace 911. He said residents in an emergency situation should continue to call 911. But someone witnessing a minor incident or having delayed information about a major incident should use the tip411 app. Residents in Benton Harbor without a smartphone will be able to text an anonymous tip to police via a cell phone by texting keyword BHPD to 847411 (tip411).

“This is not to replace 911,” McGinnis said. “But sometimes, if people want to be anonymous, they get frustrated if they call 911 to report something and a dispatcher starts asking a battery of questions when the person just wants to have the police come. People get frustrated and hang up.”

The app will allow residents to find information, view alerts, report crimes as they happen, and submit anonymous tips from their smartphone. The technology removes all identifying information before police see the tips, and there is no way to identify the sender.

“Our mission is to partner with the community to solve problems and improve public safety in a manner that is fair, impartial, transparent and consistent,” McGinnis said. “We believe our new tip411 app will help engage residents to partner with us and help fight crime.” 

McGinnis said he does not know all the reasons people are uncooperative or unwilling to report crimes or provide witness testimony. He said a common reason is fear of retaliation. Although in reality, he said, that typically does not happen. 

“Or sometimes they’re just apathetic. We have people who are victims and they will not name the perpetrator. It’s a cultural thing,” he said.

Developed by tip411, the app will improve the public’s access to agency alerts, social media channels and important information, tip411 President Terry Halsch stated in a news release.

“We’ve listened to feedback from partners like Benton Harbor and have built a more advanced and innovative product to help departments better engage their communities,” he said.

McGinnis said as soon as the app is available for residents to download, it will be announced through traditional media and social media.

Bismarck Police to Launch New Anonymous Text Tip System

Bismarck Police Department is making some big changes for the new year. Crime Stoppers is out, and a new, anonymous text tip system will take its place.

The new system, Tip411 will be used starting January 1st.

Tip411 allows users to text the police department, and officers can actually respond. So you can have a back and forth conversation, anonymously, to explain what you’ve witnessed.

You can even attach photos or video to your tip.

Bismarck Police Department Officer Lynn Wanner adds, “Because we’re making it a lot easier for people to use, especially on the go; I mean if they’re out somewhere and they see something it’s much easier to text in a tip while it’s going on, rather than having to make a phone call or wait to get back and get on a website and use it. So, we’re hoping this really increases the amount of tips that come in that are useful to us.”

Inver Grove Heights PD Launches New Text Tip Tool

In a day when technology reigns, the Inver Grove Heights Police Department decided to turn to the devices that are almost always attached to people’s hands to help fight crime.

The department announced via its Facebook page Nov. 7 it will utilize Tip411, a program that allows folks to submit tips the way many communicate most — via text message.

Utilizing phones

Chief Paul Schnell said the program has been around for a number of years and is used by agencies in Minnesota and across the country.

“We know simply that we have a texting culture and people want to provide information, but one of the things that keeps some people from reporting or calling or providing information is the fact that they’re concerned about their anonymity,” he said.

Tip411 allows people to send texts that get filtered through an automated system. Schnell said the department doesn’t know who sent the tip — it can be text or a picture — and the system allows the department to communicate back to the tipster.

The day the post was made about the new feature, Schnell said the department received a useful tip through it. Someone let police know about a dump truck that was stolen from a business on Concord Street. The truck had also pulled down wires.

The department was able to communicate back with the tipster and verify the information. The tipster, however, never had to identify themself.

Tip411 is a product of St. Paul-based Citizen Observer. Schnell said he has used the system in other communities like Hastings and Maplewood, where it helped the department identify a homicide suspect and solve the case.

Use in the schools

Schnell said ISD 199 is also launching the Tip411 program, with the aim of improving school safety at the middle and high schools.

Superintendent Dave Bernhardson said the program was brought to the school’s attention by Schnell.

“Once we had that dialogue, we felt it was a very, very good opportunity for both of us to partner to get great information and obtain information from our kids, when needed,” said Bernhardson.

He said the district hopes students use the new tool as a safe space to communicate with officials about things that are concerning them.

“There seems, I guess we’ll find out, an unlimited amount of things that they can communicate, because in the end we want to make sure everything is as safe as possible for our kids,” Bernhardson said.

Schnell said Tip411 could be a mechanism for someone to report if they know of another student bringing a weapon to school. It could also be used for other things like reporting bullying or a student worried about another student talking about suicide.

“Ultimately, what it does is help create a safer school environment by getting good information to administrators to vet and sort through, and ultimately identify solutions,” Schnell said.

Bernhardson added any information gleaned over Tip411 would need to be confirmed, so he sees it as no different than other means of communication.

tip411 interviewed City Manager Pete Landrum and Police Chief Dennis Evers of Beavercreek, Ohio about their experience with tip411 in their community.

Q: Tell us about your community and the Beavercreek Police Department (how many residents, how many sworn, etc.).
Chief Evers:
The City of Beavercreek is a suburb of Dayton, Ohio and is the largest city in Greene County. We are one of the fastest growing suburbs in the Dayton area and are situated near Wright Patterson Air Force Base. The city is comprised of approximately 46,000 residents. Many residents are current or former military personnel employed at the base or by one of the many research and manufacturing firms engaging in defense technologies, aerospace and other advanced technologies.

Our police department has 50 sworn officers. We have received the “Accreditation with Excellence” distinction from the Commission on Accreditation for Law Enforcement Agencies (CALEA). We have two major highways and two malls within the city that pose policing challenges due to the increased daytime population.

Q: How did you hear about tip411?
Chief Evers: Our current City Manager, Pete Landrum, was familiar with this product at his previous position as Township Administrator in Delhi Township, a suburb of Cincinnati. He suggested we explore using it.
Manager Landrum: It is a good communication tool with residents and easy to use for both users.  It worked well in Delhi Township and I thought it would also be a good fit in the City of Beavercreek.  I simply sent Chief Evers the link to tip411 on the Delhi Township website and asked him to review and told him how I thought it was a really good tool and program.

Q: How is tip411 administered in your area (responsibilities, protocols, etc.)?
Chief Evers: After normal administrative business hours, the Communications Center and the on duty supervisor are responsible for monitoring and directing the tip information for the proper response. During normal business hours, one of the Captains is responsible for this function.

Q: How has tip411 aided Beavercreek?
Chief Evers: tip411 has allowed us to push out to our various social media platforms our information, notifications, alerts and news releases through one click of the mouse.  It affords us another means to facilitate two-way communication with our community.
Manager Landrum: The value is in the communication with residents.  It is a great way for residents to communicate and provide tips to us as well as a great way for our Police Department to mass communicate with residents and ask for their assistance.  It is difficult to place a value on such a tool that will prevent crime or help catch those who have committed crimes, which can save lives and prevent property damage.

Q: Any notable tips/arrests credited to tip411 that come to mind?
Chief Evers: With the help of tip411, we have been able to identify suspects in multiple cases, including thefts and a bank robbery.  By using tip411 to post surveillance images of the suspects to the Police Department Facebook and Twitter pages, we are able to seek assistance from not only our community, but also the entire Dayton area and beyond.  Citizens viewing the post are able to quickly and conveniently submit an anonymous tip using the link provided in our posting.  With the help of those tips, we arrested a purse thief and a serial shoplifter who had stolen TV’s from multiple stores in our city. We also positively identified a bank robber after receiving multiple tips.  In all of these cases, the tips leading to the suspects’ identities have been within one day of our postings, which is a testament to the efficiency and effectiveness of tip411. 

Q: What have you done to promote your tip411 system to make sure residents know about it and use it?
Chief Evers: We use our web page and the quarterly city “In Touch” newsletter that goes out to all of our residents. We also use the customized tip411 flyer, which we distribute at community events.

Q: Any advice for other agencies considering tip411?
Chief Evers: Our agency has found it to be a valuable tool that has aided our efforts to push out important information to the community. The communication and response we have been receiving from the community when we have solicited their help in identifying suspects has been phenomenal and exceeded our expectations.
Manager Landrum: I just know that communication is vital to our residents with all departments and tip411 provides a great tool for the police!

tip411 Helps Prevent Bank Robbery, Recover Assault Rifle & Ammunition

At about 8:20pm on 01/31/2018, Wylie, Texas Police received several anonymous tips via tip411 about someone who was planning to rob a bank in Wylie.

The anonymous tipster provided identifying information and enough credibility that police immediately began working the tip.  Wylie Police were able to put information out to local banks in the area and developed a plan to have officers stationed at every bank in town until they could verify the validity of the information.

“This made our banking community feel safe, but also developed a higher level of trust of our organization,” said Wylie Police Lieutenant TJ Walters.

Within 24 hours of the tip, Wylie Police were able to take a male suspect into custody.  They also recovered an AR-15 with multiple 30 round magazines, a pellet gun that looked like a real gun, ammunition, and body armor.  The tip included information that these were the tools the suspect would use to follow through on his plan.

“We have had a couple of other success stories, but this one was certainly worth the share,” said Lieutenant Walters.

The Fort Myers Police Department launched a new way for people to report non-emergency crimes directly to officers anonymously.

The feature, called “Tip411” is part of the department’s revamped website, and comes in the form of an app.

The feature removes all identifying information from the tipster after a tip is submitted to ensure anonymity.

Police said that the feature is not meant to replace an emergency call to 911, but instead will guarantee 100 percent anonymity to anyone wishing to report a crime, danger, or suspicious activity.

Those without a smartphone can still access the feature by sending a tip via text. By texting the keyword, “FMPD” to 847411.

For smartphone users, the app is available for free in the Google Play Store, iTunes app store, or by visiting the Fort Myers Police Department’s website.
